AMELECTIONS; SPOA: For the Publicity Committee 0910

Specific Plan of Action
For the Publicity Committee

of the University of the Philippines Anime Manga Enthusiasts
Academic Year 2009 - 2010



To the General Assembly of UP AME:
I, Tiffany Beatrice San Juan, inducted into this organization as part of Batch Shemen (2007), hereby present my specific plan of action (SPOA) for the Publicity Committee (PUBCOM). Everything within this composition was written with the duties and roles of PUBCOM in mind, as stated by the UP AME Constitution of 2004:

The PUBLICTY COMMITTEE (PUBCOM) shall:

i. Be in-charge of all publicity work of the organization.
ii. Release statements concerning organization policies and official stand on issues as the need arises, with the approval of the GA.
iii. Devise and enforce rules and regulations regarding the cleanliness and maintenance of the tambayan and its immediate vicinity.


With this, I begin my (kinda long but please read!) SPOA.


I. Publicity
PUBCOM shall be in-charge of all publicity work of the organization and its activities. Proper and quality publicity is necessary for the organization to function for the public and with the public. Materials like flyers or posters not only inform people that we are active and that we have activities in store for them, but it also presents that we, as a special interest organization, are still continuing to uphold our goals to spread the anime and manga love with the greater community.

Now, for the improvement of this organization’s publicity, I will:

A. Utilize the committee’s time properly, for better results

It has come to my attention that most publicity materials (pubmats, for short) are made late, and the common reason is that the committee receives notifications regarding the organization’s events quite late, also. With the help of the EXECOM and the General Assembly, I will make this committee more up-to-date with AME events by: (1) as an EXECOM member, always attending EXECOM meetings (or sending a proxy if I am not available) to know the events the org will particpate in, (2) as well as constantly holding PUBCOM meetings at least two weeks before an event is scheduled to take place.

This way, the committee members will be well-informed of the work they need to do early on. I understand that my members and I are only students and have our own academic schedules, so I make this thrust not only just so that the pubmats will be excellent in quality, but also so that schedules may be set properly and academic needs won’t be compromised by pubmat making, and vice-versa.

B. Have Template Making

I would like the publicity committee to cooperate in making templates of certain common org activities (filmshowings, merch booths, etc) so that these may be at their disposal in times of dire emergency. It is not my intention to compromise creativity for speed* (as templates would look all the same and prevent the former) but there really are times when pubmats are needed “tomorrow” or “right now”, and the committee is ill-informed of the need. Although I am to prevent this by IA of this SPOA, my judgement says a backup plan would not hurt, either.

It should be noted, though, that the use of templates should be the very last resort of the committee when it comes to the making of pubmats.

*Of course, the templates can be made dynamic, and light tweaking may change designs, so as not too look too repetitive. Creativity can still be attained, with the needed speed.


II. Tambayan Maintenance
Under the UP AME Constitution of 2004, the duties regarding tambayan cleanliness lies with PUBCOM, and as it’s head, I should properly facilitate this activity. With this in mind, I present this proposal to the General Assembly:

A. Committee Rotation for Tambayan Clean Up

For every month, a committee will be assigned to clean the tambayan, preferably doing one major clean-up every two weeks (on Fridays is highly recommended). The committee will be required to have at least 50% of its members turn up (unless all other members have a valid excuse, which PUBCOM will re-check through MEMCOM), else be punished by handling the next month’s clean-up duties, as well.

This doesn’t mean that the other people in the tambayan won’t need to clean. It’s a common sickness that if there’s an assigned committee everybody else will leave the duties to that committee alone. This shouldn’t be so. To prevent this and as well as to monitor the assigned committee, I will assign PUBCOM members to be present during the clean-up to encourage all members to participate; and, whenever possible, I will also be physically present to facilitate.


III. Committee Activities

A. Team System

I believe efficiency within the committee can be improved through team systems. This means that the members of PUBCOM, including myself, will be divided into two or three teams, wherein each team is equipped with members that, upon cooperating, are fully capable of presenting a finished product. Then, consultation between teams/members will occur, and editing will still be in order if needed.

The benefits of a team system are many, and not to mention crucial. Not only does it promote cooperation between members, divide work and stress, but it also enables the committee to create several publicity materials at once. I deem this extremely necessary in times wherein several AME activities are happening simultaneously (e.g the first semester: there are fair preparations, filmshowings, ACLE, etc) and due pubmats are needed for all.

B. Training Workshops

To gain more skill and expertise in pubmat making and related fields, PUBCOM will sponsor extensive training workshops for its members, and, later on, for its applicants, as well as for other AME members that are interested. To ensure good quality for this workshop, besides the current PUBCOM members who are capable of handling this kind of event, I will, with the cooperation of ARESCOM, invite some PUBCOM alumni and other possible guests who can teach and tutor the new and old members with techniques relating to: drawing, coloring, layouting, and things of the like that will enable a PUBCOM member to develop his specialty, or even become a more well-rounded individual.

C. Storage of Pubmats (arranging and et cetera), raw files and soft copies

This has already begun this year, thanks to Ms. Hanna Frialde, PUBCOM’s current head (2008-2009), and her reliable members. I would like to ensure the continuation of this project by constantly maintaining the online storage (hosted by mediafire.com) as well as by making it protocol for PUBCOM members to upload finished pubmats there.

A back-up would also be necessary.

D. Committee Projects

I have several committee projects in mind, all for which are for the benefit of the organization, its publicity, and its members. By promoting AME we are not only promoting the organization in itself, but we are showing to the public that there exists a group who love anime and manga enough to create activities and events solely for that love, and are willing to share those ideas they made to the greater anime and manga enthusiasts community.

PUBCOM projects will not only uphold these organization-oriented ideals, but also provide the committee members with a sense of camaraderie with each other – so that they can improve teamwork and learn how to make quality products while still working efficiently within a group.

Some committee projects which I plan to propose are: annual or semestral road painting, online portfolio for pubmats, PUBCOM properties, creation of AME merchendise (planners, fans, button pins, etc.) among others.

E. Inter-Committee Projects

It is always best to keep an organization running with good relations among members and committees. PUBCOM, though understandably given its unique purpose, still cannot function alone. Some activities and events require definite contact with the other committees inside the organization. As PUBCOM head, I will ensure good relations with other committee heads and their members, minimize internal conflict, and promote effectivity through sincere cooperation.

Some inter-committee projects that I plan to propose are: 


1. With ARESCOM - training and assistance concerning website design, online account revival of AME’s DeviantArt account, assistance with the possible project of an organized online portfolio of pubmats, and other PUBCOM activities that may need the help of ARESCOM in terms of external relations (online) and alumni contact

2. With DOCOM - provide training and assistance with the layouting of Kami To Ki

3. With MARCOM – extend assistance and publicity for external activities like the merchandise booth

4. With FINCOM – cooperate in managing the possible AME merchandise PUBCOM might produce through proper pricing, accounting, and related factors

5. With PROPCOM – extend assistance and publicity for external activities like filmshowings and exhibits, cooperate in managing PUBCOM properties (pubmats and others)

6. With MEMCOM – extend assistance and publicity for external activities like the application period

7. With LOGICOM – cooperate and train PUBCOM members to know the needed LOGICOM work for posting pubmats within the university in case the need for that knowledge will arise

Yeah! I think that's also a good idea. Pyor also suggested it as an activity. o/ It could even be in line with a proposal of AMEng Handog. I'll add that to the list of Committee Projects. Thank you, ate! :3

I'll definitely take note of that. It was on my mind also, even during this AME Week. I agree wholeheartedly o/
